- Winter Holiday Season Threat Awareness
- Foreign Terrorist Organizations still may target winter mass gatherings and holiday events
- Terrorist may seek to avoid confronting security measures by conducting attacks in areas just outside the venue or seek to target a venue’s entrance at the beginning or conclusion of an event, when spectators are entering or have exited the security perimeter but are still massed as pedestrians
- Terrorist most often attack public assemblies by targeting civilians in public spaces which have few, if any, security measures in place
- Attacks are most likely to involve vehicular assaults, edged weapons, small arms or improvised incendiary devices
- Attacks may use unconventional tactics such as deploying toxins and possessions using chemical dispersal devices
